Political scientist specialised in urban strategy and climate adaptation. He supports cities and territories in designing sustainable solutions by integrating multilevel governance, urban innovation and social participation to strengthen territorial resilience to climate change.

Political scientist and expert in urban strategy, territorial governance and climate adaptation. Juan has more than twenty years of experience in public administration, strategic urban planning and the implementation of public policies related to open government, sustainability and territorial resilience.

He currently works as a consultant in urban strategy, governance and climate adaptation at ICATALIST, contributing to the development of an innovation ecosystem aimed at accelerating climate adaptation in cities and territories. This ecosystem integrates strategic knowledge, technical planning and social action through the interaction between ICATALIST, the EcoAdapta Association, and LUA – Living Urban Adaptation (ICATALIST’s spin-off), of which he is co-founder.

His recent work includes leading Integrated Local Development Strategies (EDIL) funded by FEDER in the Valencian Region, as well as developing Urban Reconstruction Agendas and Action Plans for municipalities affected by the 2024 DANA floods.
Committed to climate action, he serves as an EU Climate Pact Ambassador and participates in European urban innovation initiatives such as the Urban Living Labs of the UrbanSWARM project, developed by ICATALIST within the Driving Urban Transitions (DUT) programme.
