Definición del problema

Las pérdidas económicas derivadas de catástrofes naturales más frecuentes han aumentado notablemente desde la década de 1980. Esta ampliación de la brecha de protección climática, que representa la parte no asegurada de estas pérdidas debido a la lentitud de la adaptación y a una protección financiera inadecuada, pone de manifiesto la urgente necesidad de soluciones innovadoras en materia de seguros.

Estas medidas desempeñan un papel crucial en la aplicación de la Estrategia de Adaptación de la UE y ayudan a las comunidades locales a gestionar los efectos del cambio climático. Los productos de seguros no de vida pueden fomentar la adaptación al cambio climático promoviendo nuevas tecnologías, prácticas, soluciones basadas en la naturaleza y procesos de gobernanza, reduciendo en última instancia los obstáculos a la adaptación. Fomentar la adopción de seguros contra catástrofes naturales en los Estados miembros puede incentivar la inversión en esfuerzos de adaptación.

La adopción de nuevas soluciones de gestión de riesgos y seguros también requiere cambios de comportamiento. Para hacer frente a los obstáculos que dificultan la toma de decisiones y la adopción de medidas es necesario realizar un análisis estratégico y diseñar soluciones específicas que faciliten los cambios deseados.

SOTERIA es un proyecto europeo dedicado a integrar herramientas innovadoras de seguros y mecanismos de transferencia de riesgos para hacer frente a los riesgos relacionados con el cambio climático y minimizar las pérdidas resultantes.

El objetivo primordial es prevenir la creciente brecha de protección mediante la introducción de productos de seguros no de vida que fomenten medidas proactivas de gestión del riesgo. Este enfoque global implica el desarrollo de una hoja de ruta europea para los seguros ecológicos e inteligentes basada en las mejores prácticas y en las perspectivas de los proyectos.

SOTERIA contribuye significativamente a mejorar la resiliencia de las comunidades a través de diversos proyectos piloto situados en distintas zonas geográficas y escenarios de riesgo. Estos proyectos piloto tienen como objetivo identificar, perfeccionar y aplicar soluciones de seguros especializados para gestionar los riesgos relacionados con el clima. Al mismo tiempo, la iniciativa mantiene su compromiso de abordar retos clave, como la asequibilidad, para garantizar la aplicación efectiva y el éxito de estas estrategias de seguros innovadoras.

Medidas concretas

SOTERIA pretende crear una Comunidad de Prácticas (CoP) diversa entre las regiones europeas expuestas a diversos riesgos climáticos, centrándose en el desarrollo de soluciones de seguros para la adaptación al cambio climático. A través de regiones piloto y satélites, pretende ensayar diversos enfoques en materia de seguros, salvando la distancia que separa la investigación de la aplicación práctica.

El objetivo del proyecto es promover soluciones innovadoras en materia de seguros para la adaptación al cambio climático en Europa. Los tres objetivos específicos de SOTERIA son mejorar el acceso a las herramientas de gestión de riesgos climáticos, ensayar buenas prácticas y soluciones innovadoras y abogar por un enfoque de gobernanza multinivel que integre la adaptación al clima y los seguros. 

Servicios

Como parte del proyecto, ICATALIST será pionero en la aplicación de soluciones de seguros innovadoras destinadas a mejorar la cobertura en diversas regiones y comunidades. En concreto, facilitará una Comunidad de Prácticas dedicada a fomentar el intercambio de conocimientos sobre la adaptación al cambio climático. Haciendo hincapié en el papel fundamental de los seguros, la iniciativa pretende fomentar la colaboración entre entidades públicas, privadas y comunitarias. Su principal objetivo es reforzar la cooperación interregional, fortalecer los proyectos de resiliencia climática y promover la transferencia de conocimientos a través de métodos como las revisiones inter pares, fomentando las sinergias entre todas las iniciativas implicadas.

This widening of the climate protection gap, which represents the uninsured share of these losses due to slow adaptation and inadequate financial protection, highlights the urgent need for innovative insurance solutions.

These measures play a crucial role in the implementation of the EU Adaptation Strategy and help local communities to manage the effects of climate change. Non-life insurance products can foster adaptation to climate change by promoting new technologies, practices, nature-based solutions and governance processes, ultimately reducing barriers to adaptation. Encouraging the uptake of natural disaster insurance in Member States can provide incentives to invest in adaptation efforts.

The adoption of new risk management and insurance solutions also requires behavioural changes. Addressing the obstacles to decision-making and action requires strategic analysis and the design of specific solutions to facilitate the desired changes.

SOTERIA aims to create a diverse Community of Practice (CoP) among European regions exposed to various climate risks, focusing on the development of insurance solutions for climate change adaptation. Through pilot and satellite regions, it aims to test different approaches to insurance, bridging the gap between research and practical application.

The aim of the project is to promote innovative insurance solutions for climate change adaptation in Europe. The three specific objectives of SOTERIA are to improve access to climate risk management tools, to test good practices and innovative solutions, and to advocate for a multi-level governance approach that integrates climate adaptation and insurance.

Services

As part of the project, ICATALIST will pioneer innovative insurance solutions aimed at improving coverage in various regions and communities. In particular, it will facilitate a Community of Practice dedicated to fostering knowledge exchange on climate change adaptation. Emphasising the crucial role of insurance, the initiative aims to foster collaboration between public, private and community entities. Its main objective is to reinforce inter-regional cooperation, strengthen climate resilience projects and promote knowledge transfer through methods such as peer reviews, fostering synergies between all initiatives involved.
