According to the “European Union (EU) Adaptation Strategy”, there is an urgent need to empower local communities and regions to adopt and share adaptation solutions across the EU. This capacity building will reduce the adaptation funding gap for the development of new policy interventions, as well as reduce reliance on public funding through the adoption of new economic frameworks, such as the European Structural and Investment Funds (ESIF) or the Recovery and Resilience Mechanism.
Although climate change is affecting our communities, we are in a transformative process that requires consensus and social participation to avoid exacerbating social inequalities, supporting accountability and putting our future cultural and natural heritage at risk.
The Climate Change Adaptation Mission Implementation Platform (MIP) fulfils these functions:
Provide central support to Mission participants and the European Commission to implement the Mission.
Promote and encourage wider commitment to the Mission.
Coordinate the wide range of activities and actors.
Developing the strategy and coordination of the Communities of Practice
Provide support and technical assistance to regions and local authorities throughout their transformation process towards climate resilience.
Provide technical assistance to regional and local authorities on citizen mobilisation and engagement.
Facilitating the coordination of European activities in the field of climate adaptation for regions and local authorities.
Monitor and report on progress.
Holding events at the community level.
Regional and Local Authorities need to adopt a transformative, inclusive, social and systemic approach to climate change adaptation.
Citizen participation is absolutely key. In addition to being informed and aware of climate impacts and risks, they need to be involved in planning, sharing data, knowledge and co-creating solutions.
This project supports and advises the regions in these missions. The Climate Change Adaptation Mission Implementation Plan has the following objectives:
The Mission Implementation Platform (MIP4Adapt) supports regional and local authorities to prepare and plan their adaptation pathways to climate resilience.
For Charter Signatories, MIP4Adapt is facilitating a Community of Practice and providing technical assistance to enable regions and local authorities:
Within this project, ICATALIST provides the part of citizen mobilisation, solutions and effective tools to accompany and advise the regions in citizen participation, involving political decision-makers, key actors, collectives, vulnerable populations, and making them all part of the plans for adaptation to climate change.

The Climate Change Adaptation Mission Implementation Platform (MIP) fulfils these functions:
Research, identify and compile tools, materials and methods focused on improving citizen engagement and participation in adaptation planning. We have analysed existing tools, their contributions, gaps, and potential for adoption by regional and local authorities and communities. This information will be added to the Mission’s web pages.
Design an approach to integrate the toolkit into a pathway for citizen participation within adaptation plans, social and structural transformation processes and behavioural changes. This involves creating a framework to combine tools for:
(i) Deliberation and dialogue;
(ii) Improving audience engagement on climate change in a context where people are regularly over-informed (“infoxication”);
iii) Supporting the meaningful participation of stakeholders and citizens in climate-related societal structures; and iv) help transform the value of climate adaptation knowledge into social change.
ICATALIST has designed a“do-it-yourself” (DiY) manual”. This manual will be implemented through two consecutive steps:
